This is Watchguy.com's Choice Bu 1955-d Washington Quarter (low Mintage).

It has been minted since 1932, with the exception of 1933. The obverse has had two different designs. The first one was in mint from 1932-1998. A new design was put out in 1999 for the State Quarters. It was modified by William Cousins.
